Black Locust's effect cannot be triggered by move effects (Mist Dragon Seal, Blink, Juxtaposition, etc.).
Strategy
Players have long attempted to make Black Locust viable. It is only seen in experimental Kaleos Xaan "Move" lists. There, players utilize Inner Focus to build a swarm of Locusts. These minions are buffed by cards like Onyx Jaguar to create several global threats. Even in its description, one may realize how high risk/low reward this combo is. As such, it has never seen success, and Black Locust remains a rare sight in Duelyst.
